Frankly, I'd let people believe what they want to believe on whether or not Luck Builds actually work. The power of mind over matter HAS been shown in scientific study to influence things like random number generators. Don't ask me to cite the study though, I saw it on one of the Discovery Channels.
So whether or not Luck Builds actually DO work or not, I would let them choose to use them or not, and see if it works for them. It may be random coincidence, it may not, but simply believing it works may keep them going at it until they get the item drop, mitigating the low odds of finding the item in question.
With that said, I have not been using luck gear mostly due to slow reflexes making beating the HARD mode bosses difficult without great gear equipped, and I have still obtained some of the hard items to get. So it isn't NECESSARY to use Luck Builds if that's what you mean.
Incidentally, I have all DLC, so I could obtain some of the Hard Mode items on Normal, such as Thief Rings, Muramasa and Yasutsuna, and had access to the Apollonian/Artemisian Rings.

Mind over matter doesn't affect random number generators. It CAN affect things inside your body (the Placebo Effect).

Look, there is empirical evidence that luck does effect drops, but let me break it down for you. With full luck gear, your run time (assuming you're grinding bosses) increases, so you're doing less runs over a longer period of time. Statistically you will get your rare drop in less runs than in a combat set up. However, in a full combat setup, you're doing more runs in less time. While the drop rate stays at the same %, the amount of runs increases, thus it will still eventually drop. It is for this reason that I believe luck does not matter. As far as chests go, Konami confirmed that luck does not effect the drop rate of items in chests. The only exception to this rule is the boss chest, it's technically a mob drop. So run luck if you want, it doesn't have that much of an impact on how soon you'll get your item.
