Now that I've gotten all the whip-improving subs on both Julius and Richter to level 8, I'm trying to decide which one to focus on for that grind to max. I've noticed that Julius not only has better int, which means his subs will ultimately hit harder, but also seems to be able to use them slightly faster. Richter has a bunch of other advantages, and it seems like I can use basically the same sub-focused playstyle with Fuma gear on him, but also have the option of swapping to a martial-arts build.
My question is really how measurable the impact of added int and sub speed is at high level play. The int only seems like a couple points of damage per hit, which I'm not certain outweighs Richter's flexibility. Can skilled players make better use of Julius' sub speed to do more damage faster?

As far as I know, most damage and usefulness from Richter still comes from his martial arts and his whip.
Take Astarte for example, the only thing you'd want there is a R. Fire Bomb for DoT and then whip+kick or whip+uppercut if you can position yourself correctly. I don't really play Julius, but seeing his arsenal is identical I'd say it's about the same.
As I see it, the only advantages Julius has over Richter is the ability to climb hooks if you start at the right side in Chapter 5, his 8-directional whip and his Omnia Spamnitas if you manage to pull it off correctly.
In the end, 2 or 3 INT difference is very marginal and I'd say pick one you like playing most.

Power: Richter > Julius = Simon > Jonathan Length: Julius = Simon > Richter > Jonathan Speed: Simon > Julius > Richter > Jonathan Subweapon Throwing Speed: Simon > Julius > Jonathan > Richter
If your timed it properly, Simon can whip 5~4 times without touching the ground, Richter 3 (4 if you use backflip quick enough), Julius and Johnathan can only pull off 2.
In the end it comes down to what you prefer to play as, Streetfighter style or Subweapons.
