I assume they are but haven't done any test.
So equiping 2 flame necklaces would take off 40% of the fire damage you take.
But what about the blessed ring and immunity ring? Do they just have special properties that make you immune 100%, since they only add 25 to the resistance.

I think they are percentages. As for the Blessed Ring and Immunity Ring, I don't think you are completely immune...
Edit: Now that I think about it, I never used them at all. I wouldn't know.

Yeah it's percentage. I remember an experiment we did way back in the early days of chapter 10 was using fire resistance gear. (Because we were terrible at dodging Count's fireballs)
Two Flame Necklaces, Fire Mail, and anything else that gave fire resistance. I ended up taking 4 damage from the Count's Fireballs on hard mode... until I died on form two because I found the element shifted to dark. >>
