I know I'm late to the party, but I thought I'd throw in my own opinions on Richter since he's my main character of choice:
Head: Retro Helmet
Armor: Berserker Mail or Retro Armor
Back: Retro Cloak (debateable first choice) or Simon's Cloak (debateable second choice)
Boots: Retro Boots or Sonic Boots
Accessories: Miser Rings x2
Now for some explanations:
- Don't use the Berserker Mail unless you're very confident about not getting hit. Bosses can easily kill you in one hit if you're wearing Berserker Mail. If you can easily do a no-damage run, then Berserker Mail is awesome. The stat increase looks negligible when you're in the menu, but the actual increase in attack power is enormous.
- I personally prefer the Retro Cloak over Simon's Cloak because Retro Cloak is more offensive than defensive. The Retro Cloak has a higher INT boost, which makes your subweapon skills more powerful. Simon's Cloak has higher HP and defensive stats, but if you don't get hit, then it doesn't help. If you're so used to grinding a stage that you hardly ever get hit, then use the Retro Cloak for the increased INT. You'll effectively be killing enemies faster. If you're only mildly confident, use Simon's Cloak. Both are awesome.
- In terms of boots, I personally prefer high speed over higher stat boosts, because higher speed makes it easier for me to not get hit. Sonic Boots will help you dodge attacks. The speed difference between Sonic Boots and Fuma Greaves is nearly negligible though, so you might be more interested in the nice stat boosts that the Fuma Greaves give you. The Retro Boots are great, but the noticeable difference in speed might be a put-off. Even with that said, I sometimes wear Retro Boots when I'm on a power trip (high ATK and high STR).
- If you get Miser Rings, make sure you "max out" your money at 10 million gold.
My typical setup is:
Retro Helmet

Sonic Boots or Retro Boots (depends on the stage)
Miser Rings x2
I can kill A LOT of enemies on hard mode with just one whip swing. A single uppercut on Legion, for example, currently does 320 damage! And my subweapons aren't even maxed out yet!
