can anyone tell me what is the best richter build for a martial arts + whip support richter

It really depends on your preference Dark Diamond, there is no full 'set god build' unless you're Soma then a certain build is considered God build xD
But you have all chapters?
I'd recommend Simon's Cloak for the str boost + health boost. Best cloak IMO for the whip users but if you rely on more sub weapons it may be better to go Retro Cloak or something along those lines. But Richter I see no use as he is mainly starred by his whip and martial arts so str/dmg is best.
Miser Rings increase your damage to your whip well (+10 dmg each ring if you have 10 million in gold. It's 1 dmg each million you have maxing at 10.)
Retro Armor may be your bet better as I lose a bit str and such for putting Fuma Armor on but I prefer the extra regen and such of it. I don't have Retro Helm to compare to FUma's Helm but Fuma's Helm is better IMO then at least any other helmet but maybe Retro.
Fuma's Greaves is better than Retro Boots IMO, but a lot of Richters rely on the sliding kick and use Spiked boots (slow boots but increase your spin kick damage by quite a bit if memory serves). So do you do the spin kick combo a lot or just in general? Maybe look into wearing spiked boots instead.
Also apparently increasing the original sub weapons increase your martial arts damage too as my friend did more damage to me with a tackle after she maxed a sub weapon then she did when it was like 1. So maxing sub weapons is a must, least the original ones. (for whip damage and so on)

i only got the vanilla game aside from richter though i might get the retro map soon but like also is the martial arts damage based off of strength or attack power or a combination of the two

Honestly not sure 100% formal. I've heard and don't quote me as I forget which is which from someone that Attack and Strength is about the same but one only adds a like percentage towards your damage while the other for each point you have gives you an dmg point. That being said, thats why Miser Rings give +10 dmg to your whip per each one you use, making it quite helpful as thats how people play with Valmanways that do like 10 dmg or so and do like 30 easy. They're sporting miser rings (or berserker mail but you'd see that if they die in one hit xD).
Outside of the the other maps, you're looking at just Simon's Plate (which is common on chapter 11 as it drops from the Hellmont enemies like subs do from enemies, more rare but still quite common), Simon's Bandana, your choice of like winged boots, simon's sandals or spiked boots. Cloak? I'd be up in the fence there don't remember the best cloak overall since I use dlc ones on all my characters. And accessories...not really sure I only stopped using master rings recently.
Honestly though, besides Chapter 9. Most of the other chapters have at least one thing a whip user can use.
The Miser Rings come from Chapter 7.
Simon's Cloak comes from chapter 8. (plus the dlc Javalin sub weapon if you like that weapon - helpful at somethings, I use it on my Julius)
Chapter 10 has retro sub weapons + the retro gear. Which I've debated which I should use on Richter since I don't use sub weapons nearly at all on richter. (Retro Armor or FUma Armor) but I've stuck to mp regen and int over the str I lost. Just me.
Chapter 11 has the fuma gear. If you're not gonna use the fuma gear, not much else there. (Which again. Kinda up in the air on how you personally want your Richter Built.)
Chapter 9 only thing has for whip users is the Sonic Boots which is just faster than winged boots and has a bit of stats, tahts it.
Richter is the only character you use?

well aside from richter i use a soma and have been thinking of starting up an alucard

Then I know I can't say to recommend, but I'd advise trying to if you don't have, to get 10 million. And get Chapter 7, Miser Rings help Soma and ALucard quite a bit too. Best damaging accessories. I use them on everyone but magic users.
It can make a crap weapon do good damage even. Though Chapter 9 has the Alucard Sword +1 on it, though other swords are good too. (I do quite a bit with it.)
But its very rare item to most, took me 550 kills on chapter 7 to get my first Miser Ring lol

Well if you're gonna be more strength characters. I'd recommend Chapter 7 and even if you're not. Chapter 7 has the Robe Decolette which is the BEST armor for the magic users. So its one for every character honestly.
Dlc characters. I enjoy Julius, Richter and Maria the most. Yoko is a pure boss killer, she's like charlotte though she can't jump kick. Least once she is maxed Yoko is a boss killer.
I don't care much for Simon or Fuma myself cause they don't have chat voice overs and they just kinda beep when you get hit and half the time that gets me killed not noticing I'm taking damage like I would with other characters as they don't really do much of anything when hit besides like turn to stone.(edited: if petrified and such)
Considering you're a whip user primarily, I'd recommend 8 relatively early too as the one main item there is Simon's Cloak, most other stuff is common drops. (Javalin sub weapon, globus [shanoa] spell) But even common drops the Artmesian Ring and the Apollian Ring(don't quote my bad spelling of the two) are better than most other accessories in the game. I use two on all magic users and if I didn't have miser rings I'd use those. I did on Alucard before I got Misers. As they boost nearly every stat, the downfall is you need at least one of each as one works at night and one works at day time. Like the sun and moon stones.
Chapter 9 has Kaiser Knuckles +1 (best holy speed weapon for things such as Astarte [for Soma/Alucard]), Alucard Sword +1 (one of the most damaging single handed sworsd he can get + it has the unique special - for alucard only.), it has an item that can let Yoko and Maria heal but it takes up the potion spot and costs mp to use it. Kinda like Charlotte's heal but its weaker no matter what even maxed Charlotte will beat it. It also has a new spell for SHanoa that is very effective (Acerbatus). It doesn't have anything for whip users BUT Sonic Boots which is for any character and I must prefer using Fuma Greaves. Sonic boots are faster than them but have less stats and faster than winged boots / some minor stats.
Chapter 10 - Valmanway +1, Claimh Solais +1, retro gear, retro sub weapons, and new weapon glyphs for shanoa. This could be vital if you decide to go retro gear way or just need sub weapons or evne go the old fashion Somanwayer like most do. (Valmanway +1 has like 5 more atk, but seems it does about double damage than the regular one.) Some of the BEST spells for Charlotte (R. Fireball and R. Summon Skeleton)
Chapter 11 - Muramasa +1, Yat +1, fuma gear, bishamon Raiment, and Luminato spell for Shanoa.
By how you talk I'd say Chapter 7, Chapter 8 and Chapter 10 are probably vital to you. Chapter 11 if you go more intelligent/mp regen, as fuma stuff is good but its more meant for subs and keeping mp up so you don't have to use chaos rings in your accessories.
Chapter 9 is pointless unless you start others besides whip users more.
