Namco's fault.
They don't even manage the server properly. The game is supposed to have a weekly reset of the territory map, but Namco only resets the leaderboards. The bosses were also supposed to be a random occasional thing, but they were doing them as a consistent weekend event until they got bored with that and switched them to being available at all times.
