His design is one, and it's the first Belmont I ever used (Castlevania on SNES featuring Ritcher) Also the martial arts are epic.

His martial arts are very versatile, and one can really appreciate his evasive maneuvers as well.

Yeah the Somersault (I think that's the backflip?) Is very useful sometimes. I've reached some ledges thanks to it (It seems like I run backwards. xD)

It also has invincibility frames during the blur effect, great emergency escape when you need it.

It's a great asset to his offense I think, but ultimately if you're quick enough, it doesn't really matter, I'd say. Why stand still and whip diagonally upwards when you could jump, whip, kill the enemy, and fall on your feet without ever stopping? If whipping something constantly I suppose he'd be better than most others (whom would have to jump to an enemy's level and strike), but situations where that's necessary are scarce.
Take Legion as an example.
A friend of mine and I rushed through Chapter 8, I was playing Richter, and my friend was playing Julius. The both of us were on opposite sides, attacking constantly, using subweapons and whipping away. We demolished the shell of walking corpses pretty quickly, but when we got to the core, we got down to the center of the arena and he started whipping upwards. Which was handy because all he had to do was hold up and mash the attack button. I had Richter Uppercut constantly however, and was immediately outdamaging Julius. So my friend tried to uppercut too, but Julius can only hit vertically upwards (and a very small bit forward) so he kept hurting himself.
The moment Richter ran out of MP, I just whip > Flip Kick until I want him to Uppercut again. Julius just kept on whipping upwards. The damage intervals were roughly the same.
So really, Multidirectional whip attacks are handy, but that's all Julius'll be doing. Whipping in all directions. Omnia Vanitas and multi-directional whipping aside, I'd say he's pretty bare bones. No unique subweapons like Jon, no comboable martial arts like Richter, and he isn't even the fastest whipper of the bunch like Simon (though he is probably second).
Ultimately, it's up to the play style of the player though.
