I chose Richter because he is a very mobile character and strong too. Julius does have his whip swing and vanatas but richter and his martial arts just feel better to do, the whip kick combo is great and his slide kick covers great distance and can kill enemies at the same time too. His uppercut does have the advantage over julius since it covers a little bit bigger area in stead of vertical.

I personally play as Richter because he is one of the few Belmonts that has such high mobility from the let go. Also noted Richter when he starred in Symphony of the Night was heralded by Shaft and Alucard as "The strongest Belmont of his time." Also as Colticide already stated, Richter has the Martial Arts that "Feel better to do." Personally speaking though, I have played the other whip users and cant find a comfortable style with them, only Richter. Its hard to say but the others feel like Forsaken lands.

How about Simon's small frame (wich can be useful for doding attacks) and his high speed whipping?

What kind of blasphemy is this?! Discounting Jonathan like that! The nerve...
No, but seriously. Jonathan guys. His subs can make him a really flexible character (even if all you'll ever use/abuse are the shurikens); used right, his martial arts (mostly) all warrant use for added mobility/dodging, AND the ability to cancel his subs infinitely in the air allows him to deal ludicrous damage with practice. Oh, and he has a real shoryuken.
Then I'd probably go Richter for the fun factor/damage dealing. Those martial arts make him one fast sunnuva gun! And the silly little combos he can string together with the backflip are always nice.
Julius and Simon are hard to pick from. They both fall soooooo close to Richter that it's hard enough not to clump all three of them together for usage. Depends on the stage really.

I'd have to agree that Richter is an absolute beast if you're anything of a fighting game player. His Tackle makes him invulnerable, it's doable in mid-air, and can be followed up with anything afterwards if you're fast enough. There's been times where I would Uppercut, Backflip, Tackle, then Flip Kick a boss from the other side (and then whip as I'm going down for added awesome.) Julius' ability to attack in all directions is supremely useful, his omnia vanitas merits the most range and invulnerability, but Richter's actually deals damage (Novae: "Richter for DPS"), and Jon's Forward Roll doesn't do damage and has perhaps the least range. Jonathan's Uppercut however is just plain better than Richter's (or anyone else's, range/height wise; though I feel Richter's is more powerful. Correct me if I'm wrong) and his subweapon throwing speed is better, but Jonathan still lacks the raw power Richter has, and because of Richter's mobility with Slide Kick he can easily beat a stage faster than Jon If both are at the top of their game (Unless Jon has Sonic boots, of course).
Just my two cents.

Jonathan shouldn't count =p
I chose another character, AKA Juste Belmont. Whip skill + magic = Male Shanoa Goodness..... AND he has a sexy back.
